			<content:encoded><![CDATA[<p>The deployment countdown shows that I&#8217;m at 100% done with my time in Mosul. Sometime tomorrow I&#8217;ll be on a C130 headed to Kuwait. <acronym title="Colonel">COL</acronym> Burcham is in Mosul for a command visit, so this evening, we had a mandatory dinner in the VIP room at the <acronym title="Dining Facility">DFAC</acronym>. She agreed to present Sarah&#8217;s end of tour award. If you haven&#8217;t heard the big news, Sarah is going home to Texas in September. She&#8217;s been here in Mosul for the past two years. Before that, she was in Kuwait starting at the end of 2003!</p>

<p>After that, <acronym title="Colonel">COL</acronym> Burcham presented my end of tour award. It&#8217;s always humbling to stand up in front of a group of people while someone else says nice things about you. For my gift from the office, they had a printout of me in my Kurdish uniform framed. This evening everyone signed the picture. Sarah has promised to mail it home for me; it wouldn&#8217;t have fit into the footlocker anyway.</p>

<p>After the official business concluded, <acronym title="Colonel">COL</acronym> Burcham was treated to another Iraqi custom. Each person wanted to have his picture taken with her. Here she is with Nazar, one of one hundred separate pictures she had to pose for!</p>

			<content:encoded><![CDATA[<p>I went down to <acronym title="Contingency Operating Base">COB</acronym> Speicher in Tikrit this week to see the <acronym title="Gulf Region North District">GRN</acronym> Change of Command. <acronym title="Colonel">COL</acronym> Michael Pfenning completed his 1 year command of <acronym title="Gulf Region North District">GRN</acronym> and was replaced by <acronym title="Colonel">COL</acronym> Margaret Burcham on 18 Jul 08. I was scheduled to fly down on Wednesday with Liz, 16 Jul, but the flight was cancelled due to dust storms in Tikrit. So instead, we went down with a <acronym title="Security Escort Team">SET</acronym> the next morning. It was a nice, quiet ride without any incidents along the way.</p>
<p>Since we arrived the day before the ceremony, I had some time to kill. This gave me the opportunity to hang out with the two other OICs in <acronym title="Gulf Region North District">GRN</acronym>. <acronym title="Lieutenant Colonel">LTC</acronym> Mario Trevino is the <acronym title="Officer in Charge">OIC</acronym> for the Kirkuk Area Office, and Lt Col Pat Kelly is the <acronym title="Officer in Charge">OIC</acronym> for the Balad Area Office. Pat is Air Force, hence the different abbreviation for Lieutenant Colonel (Lt Col vs <acronym title="Lieutenant Colonel">LTC</acronym>). Basically we sat around and griped to each other. Officers are just like privates; you get two or more of us together, and we gripe. I also had a chance to see Glenn. He&#8217;s filling in at the Tikrit Resident Office this month. Next month, he moves to the Baqubah Resident Office permanently.</p>
<p>The Change of Command ceremony on Friday was hosted by <acronym title="Brigadier General">BG</acronym> Dorko, the <acronym title="Guld Region Division">GRD</acronym> Commanding General. <acronym title="Major General">MG</acronym> Hertling, the <acronym title="Multi-National Force Iraq">MNF-I</acronym> Commanding General also attended. The heart of the ceremony is the passing of the colors. The unit&#8217;s <acronym title="Command Sergeant Major">CSM</acronym> (the senior enlisted member) hands the colors (unit flag) to the outgoing commander. The outgoing commander passes the colors to the commander of the higher unit. This symbolizes the outgoing commander relinquishing command. The higher commander then passes the colors to the ingoing commander, signifying the assumption of command. The incoming commander then returns the colors to the <acronym title="Command Sergeant Major">CSM</acronym> for safe keeping. In the picture below, <acronym title="Colonel">COL</acronym> Burcham is receiving the colors from <acronym title="Brigadier General">BG</acronym> Dorko, while <acronym title="Command Sergeant Major">CSM</acronym> Seitner observes.</p>

<p><acronym title="Colonel">COL</acronym> Pfenning&#8217;s new assignment is the Executive Officer for the Assistant Secretary of the Army for Civil Works. His office will be in the Pentagon, so I may run into him while I&#8217;m assigned there making coffee for all of the Colonels and Generals!</p>]]></content:encoded>
